Adding a new calibration option : INJECTIONGAIN, where we use capacitances and gain, but with the
 "injection" gain, aka Emelec gain, i.e. the gain from the factory.
At the same time, make sure that whatever the calibration option chosen, the computed charge is always in the same unit, mV.
Before, the charge was in ADC when no gain was applied, and in fC^-1 (?) otherwise.

Other changes :

Just a propagation of the introduction of this new option, mainly in mchview-related classes.

Use GRP from event-directory if:
- default-storage is local://$ALICE_ROOT/OCDB;
- GRP/GRP/Data directory exist;
- the corresponding specific-storage was not previously set.

This also solves savannah#50609 - megnetic field is now properly read
from the GRP entry created during simulation.

Initial version of the RCU ALTRO V3 format encoder. It derives from the old encoder and implements only the methods which are needed in order to produce the new format. To be tested first on TPC and then finalized.

Bug fix in getting the MC position of the decay vertex

Missing class from previous commit

In addition to previous commits about OccupancyMap, we introduce here
another OCDB object, the RejectList, which is supposed to span several
runs (ideally a whole running period, e.g one year), and reject
problems that were not seen in the OccupancyMap. At the same time, the
RejectList can be used during reconstruction of simulations to reject
part of the detector on a statistical basis (hence allowing to get
only one efficiency calculation for a whole period).

Besides, note that we removed the ad-hoc cut on DE occupancy in
AliMUONDigitCalibrator, which should now be handled by the occupancy map  and/or the rejectlist.
