Techinal fix for raw-data recon on CAF: Enabling the raw-data access from AliEn. The user should define the output (ESD) file urlvia AliReconstruction::SetOutput(url). The command accepts any valid ROOT url including an alien one. In case the url is not specified the reconstruction will use the current working directory on the host where the user started it.

Compilation warning in GetRecoParam() is fixed

Fix for processing single xml files introduced together with run ranges.

Technical fix: Removal of a call to the CDB manager instance that prevents a proper initialization of the OCDB on the workers in case of raw-data reco on PROOF. In principle the CDB cache is always active within the reconstruction so the fix will not affect by any means the normal batch reconsctruction job.

Bringing the unit test for component library loading and the
external interface back to life again. New component library is
build as part of the test and implements a more realistic
scheme. Still, the test program needs to be linked to the
libHLTbase, something which should not be neccessary, but the
issue is postponed.
