Still did not get the makefiles quite right. It is at least compiling under both AliRoot build systems and autoconf build systems for HLT.

This is an early prototype macro of the hit recondtruction algorithm. It has now been implemented in AliHLTMUONHitReconstructor so removing this from the CVS.

Wanted a uniform error mechanism but it is not compatible with ROOT. For online compilation this will default to std::bad_alloc anyway.

HLT module has a common versioning system now so we dont need our own.
