Changed ctor to comply with aCC

Made fixes for HP compiler. All function parameter default values placed
in .h file. Fixed the usual problem with HP comilers and the "for(Int_t i..."
business. Replaced casting (Double_t [3][3]) to (Double_t (*)[3]) for HP.
Lastly removed all "const" before function parameters which were 2 dim. arrays,
because on HP root generates some strange code (?). Thanks Peter for the
changes.

Changed line "Int_t trmax = 100;" to "const Int_t trmax = 100;"
in void AliITSClusterFinderSPD::TracksInCluster(). Needed for compilation
by some compilers since the size of the Int_t array cltracks depends on it.

Assingment of upper PPSD RP to TS is corrected; Algorithm of assingment slightly changed

Cleaned and updated for this HEAD distribution.

Implement fixed due to Boris Batyunya. Including a fix for a bug with the
storing of tracks in an overlapping cluster.

These classes are not quite ready for distribution in the HEAD. They can
still be found in ITS-working.
