Possibility to set the CDB manager in snapshot mode, that is, after looking in the cache
and before looking, as fallback, in the storage, look at the snapshot file.

1) In AliTPCseed::RefitTrack(), we now also take into account the accetance flag of clusters in the fIndex array (if index & 0x8000, reject cluster)

2) In AliTPCtrackerMI::FollowToNext(), if a cluster is found, but the track propagation fails or the rotation to another sector fails, mark the cluster as not used in the fit.
