changes include:

- more sophisticated of determining the quality of the v2, v3 estimates
- acceptance cuts are adjusted run-by-run to allow for running over 'semi-good' runs in the jet train
after testing this should replace the AliAnalysisTaskLocalRho. the change needs to be fully backward compatible

Corrections to AliAnalysisTaskParticleEfficiency (it's in AliFemtoUser now, and it's compiled together with rest of the classesm what is required by trains). Also added posibility to FemtoTrackCut to take only Pions+Kaons+Protons (basing on Nsigma) rather than "without PID".
