1.) Possibility to switch off outer detectors form the refit
2.) Adding the chi2 cut on the change of the track angle to accept kink
    (Important to reduce amount of fake kink candidates)

2.) Make order in StreamLevel to dump reconstruction debug information
    (Do not dump anything for the defual recosntruction production)
