Refactoring:  rempved the usage of AliHLTEMCALConstant
from  AliHLTEMCALGeometry

Usage of new constant classes

Refactoring of constants usage. Some parameters common to
PHOS / EMCAL was moved to the CALO directpry.
In particluar. 1 ) Max number of ALTRO samples, 2 ) Max number of
