In reconstruction:
- Bug fixes in the computation of the MCS effect in the track
parameter covariances (the main problem was a bad sign in
cov(x(y),Theta_x(y)) due to the orientation of the spectrometer along z<0).
It sligtly affects the matching with the trigger (because of the MCS
in the iron wall) and mainly the covariance matrix extrapolated at vertex (through the front absorber).
- Correct the computation of the covariance matrix of the trigger track
(also due to the orientation of the spectrometer), which again improve
the tracker/trigger track matching.

Re-committing modifications from r35725

now together with moving AliMUONTriggerElectronics
class from libMUONsim in libMUONbase, which is now used
by AliMUONQADataMakerRec (to avoid dependence
of LibMUONrec on libMUONsim).

AliHLTTPCCAInputDataCompressorComponent created
The component compressed the information from the clusterfinder and send it to the slice tracker
It can be optionally used after the clusterfinder on the same machine in order to reduce the data transfer.
The data compression ratio is about 4.5(pp)/5.5(Centr.Pb)
The speed is about 600kHz/patch (pp) and 1.6kHz/patch (Centr.Pb)

Changing printout in case trigger configuration/time paramters are not found in
DAQ logbook (ERROR --> WARNING), since being an error depends on the partition.

Update of preprocessors.
- AliMUONVSubprocessor::Initialize method now returns a boolean to know whether the init was ok or not (previously the preprocessor could announce Init OK while it was not...)
- Adding the handling of the tracker configuration in the Pedestal subprocessor, creating a new OCDB object = MUON/Calib/Config. This object is around 85 KBytes, and hopefully will change rarely (only when we have to remove part of the detector from the readout for whatever serious reason).
- Allow mchview to plot the new MUON/Calib/Config object.

bugfix: setting the fallback OCDB path correctly to $ALICE_ROOT/OCDB
this was incorrect since the OCDB has been contralized in one single

Introduction of the reconstruction parameters for VZERO. For the moment the reconstruction does not depend on any parameters, so the corresponding objects in OCDB are empty.

Update of the online calibration scheme for on-the-fly time correction (usually used by AMORE and TOF preprocessor, but available also for analysis routines). Minor change propagated to TOF preprocessor in order to avoid time-slewing correction

- Change in ProcessFloatAll method for calculating statistical quantities for
DCS DPs:
Using only last entry before DAQ_time_start in case no values are
there between DAQ_time_start and DAQ_time_end. Mean and Median put equal
to the measurement coming from this entry. No truncated mean neither Standard
deviations are calculated.
- Change in the message printed when DAQ_time_start/end are not present:
No DCS Error is mentioned.
