Main changes:
- in MUONTRGda:
- disable decoder warnings
- transfer all configuration files to the File Exchange Server for the very
  first run (when MtgLastCurrent.dat file does not exist)
- allow the DA to change a mask only in the sequence 1->0 but not the reverse
- separate arguments for both thresholds, pedestal and calibration
