AliPHOSGetter is removed

Last modification from LM in agreement with Paolo. Pedestal file structure changed (Fe2C).
To converge with the hmpid daq programs like Fe2C the following bash variables are set by the expert on both LDCs:
HMPID_SIGMA_CUT - the sigma cut
HMPID_DA_OUT - directory where the DA writes the pedestal file
HMPID_FEE_IN - directory where the DA writes the threshold file for uploading
