- remnants from previous events created empty channels in the ZS output
  looping now over the active channels instead of all rows and pads
- added warning if channels have not been considered because of low occupancy

- speedup: skip encoding if data is not going to be sent and only the address
  list is to be created

making AlitroChannelSelector more robust against DDL without payloads and zero length channels
