Update of the HLT SPD vertexer:

- the quality is improved

The algorithm was tested on 1000 pp mc with a displaced ( 0.2, 0.2, 0.0 ) vertex.
The resolutions are:  X (-10 um mean, 260 um sigma ) Y ( 1um mean, 250 um sigma), Z ( 2 um mean, 170 um sigma )
The speed is 3500 Hz.
